Your support is needed to extend federal support for Biodiesel

Dear Martin,





In order to prepare for the meeting of the House and Senate
conferees, where the two chambers will reconcile their differences in the energy
bill, we need your help to ensure the biodiesel tax incentive extension is included
in the final energy bill.  If you see your Member of Congress or Senator, not listed
below on this legislation, we urge you to contact them asking them to cosponsor,
H.R. 2498/S. 1076.  This legislation extends the biodiesel tax incentive
through December 31, 2010.  It is important to have your Member cosponsor
this legislation to show their support for the measure, and assure this extension
is included in the final conference report.  Their cosponsoring this important
bill will move us one step closer to achieving the extension is included in the
energy bill Congress is now trying to finish up this summer.

for the House and Senate bills.

strongly support legislation extending the biodiesel tax incentive. Extension
of the tax incentive will increase the nation’s energy independence and
protect air and water quality.


style="MARGIN-LEFT: 1in; TEXT-INDENT: -0.25in; color: #000066; font-family: Arial, Helvetica, sans-serif;">2. style="FONT: 7pt 'Times New Roman'">      In
the House, H.R. 2498, introduced by Reps. Kenny Hulshof (R-Mo.), Earl Pomeroy
(D-N.D) extends tax incentives for biodiesel production through 2010.


style="MARGIN-LEFT: 1in; TEXT-INDENT: -0.25in; color: #000066; font-family: Arial, Helvetica, sans-serif;">3. style="FONT: 7pt 'Times New Roman'">      The
tax credit, created as part of the Volumetric Ethanol Excise Tax Credit (VEETC)
was established as part of H.R. 4520, also known as the American JOBS Creation
Act of 2004.  President Bush signed the bill into law in October 2004;
it passed as a two-year program expiring at the end of 2006.  


style="MARGIN-LEFT: 1in; TEXT-INDENT: -0.25in; color: #000066; font-family: Arial, Helvetica, sans-serif;">4.   The
biodiesel tax incentive is structured as a federal excise tax credit that amounts
to 50 cents per gallon for biodiesel from recycled oils  and $1 per gallon
for “agri-biodiesel” made from first use feedstocks like soybean oil and
animal fats .


style="MARGIN-LEFT: 1in; TEXT-INDENT: -0.25in; color: #000066; font-family: Arial, Helvetica, sans-serif;">5. style="FONT: 7pt 'Times New Roman'">      As
a result of the VEETC, the ethanol and biodiesel industries have undergone
unprecedented growth over the past several years. In fact, the U.S. currently
has the capacity to produce more than 3.7 billion gallons of ethanol and biodiesel,
and plants under construction will add an additional 700 million gallons of
capacity by the end of the year. Most of this growth has been in farmer-owned
plants, which taken as a whole, now represent the single largest producer in
the country.


style="MARGIN-LEFT: 1in; TEXT-INDENT: -0.25in; color: #000066; font-family: Arial, Helvetica, sans-serif;">6.   Furthermore,
we support this important bill and hope Congress moves it as part of comprehensive
energy legislation. Extension of the biodiesel tax incentive is a vital and
necessary component of any energy policy designed to reduce our nation’s
dependence on foreign sources of petroleum.
